Certain things that are experienced by a Vampire will always cause the Beast within them to surge to the surface, and mechanically speaking you must roll Self-Control to resist Frenzy.
First and foremost, about the Frenzy roll. A Frenzy Check is an extended Self-Control test. One roll must be made each "round" (Or approximately 1-2 minutes between each other if outside of combat), and a total of 5 successes are needed in order to fend off the Beast completely. Botching or failing these rolls means you immediately fall into frenzy and will do everything in your power (Typically attack, flee when appropriate like in the case of Rotschreck) to stop the source of the Beast's panic/fear/rage/hunger. Successes are added as the Beast is temporarily subdued each round while you await your next roll. In between rolls, only speech is really possible as the Kindred must concentrate to put effort into holding back the Beast. So to recap, You roll Self-Control at a variable difficulty (See below) as an extended test. Willpower can be used unless otherwise noted by an ST, and is in fact encouraged.
Now, what can make one Frenzy, you may ask? See table below, which shows several provocations and the difficulty of the Frenzy check to resist.
Provocation - Difficulty Exposure to Uncontrolled Flame (Rotschreck) - Variable, see ST Smell of Blood (When Hungry) - 3 Sight of Blood (When Hungry) - 4 Being Harassed - 4 Life-threatening situation - 4 Malicious taunts - 4 Physical provocation - 6 Taste of Blood (When Hungry) - 6 (See ST) Loved one in Danger - 7 Outright humiliation - 8
Now, you'll note several of these state "When hungry". A Kindred is considered 'hungry' when they're BP is Less then [7 - Self-Control]. So if you have SC 3, if you are at less then 4 BP, you are considered 'hungry' and must make frenzy checks in the appropriate situations.
As a special note, Lure of Flame will cause a Rotschreck Roll in all but the Kindred who is using that power, as to the other Kindred present they are likely not expecting the sudden outburst of flame.
One last note, to quote from the Corebook, page 228 (Where more information on Frenzy and Rotschreck can be found):
